Former Henagar Police Officer Pleads Guilty to Attempted Dissemination of Obscene Material

DEKALB COUNTY, Ala. — A former Henagar police officer pleaded guilty Monday to two counts of attempted dissemination of obscene material as part of a negotiated plea agreement.
Joshua Min Kwon, 40, was originally arrested in early 2025 and charged with five counts of disseminating obscene material. Following his arrest, Kwon was immediately terminated from his position with the Henagar Police Department.
According to court records and published reports, Kwon entered guilty pleas to two reduced charges of attempted dissemination of obscene material. He received a total sentence of 15 years for the two counts; however, the sentence was split, requiring him to serve two consecutive 18-month terms.
Under the terms of the agreement, Kwon will serve three years in prison followed by three years on supervised probation.
In addition, Kwon is required to register as a sex offender. He has been ordered to report to the DeKalb County Jail by 9 a.m. on March 16, 2026, to begin serving his sentence.
The investigation began when the National Center for Missing and Exploited Children flagged a social media account for the distribution of explicit material. Authorities in DeKalb County, working in coordination with multiple law enforcement agencies, traced the activity to Kwon’s residence in Jackson County, ultimately leading to his arrest.
The case has now been resolved through the negotiated plea agreement.
